There are a few franchises that are better candidates for being moved.

Yes, the Raptors suck right now. HOWEVER, that does not mean the city can't or doesn't support the team. Granted, if things don't started turning around soon there will be problems. But last year there were 15 teams with worse avg home attendance. If the team can get to be reasonably competetive they will quickly move to near the top in avg. home attendence.

Yeah, the Raptors won't be moving. Despite how awful the team has been for the last few seasons, they still get good crowds. Plus the Canadian dollar is really strong right now, so the team isn't getting hurt with the exchange rate when it pays its salaries.

The team is a disgrace, though. I thought Vince Carter was an ass for giving up and forcing the team to trade him, but I now realize that he just wanted to escape the sinking ship. They need to clean out their entire management staff and start over.
