An email (today) to Party support suggests that J_B's right:

As per the qualifying requirements for bad beat, the losing hand must contain four of a kind (8ýs) or better to qualify.

As per your example, the Board cards are Ts 9s 9c 9d 8s.
Player A has Qs Js.
Player B has Th 9h.
The best hand of Player A is a straight flush 8s, 9s, Ts, Js, Qs.
The best hand of Player B is a four of kind 9's. The cards that are considered are 9s, 9c, 9d, 9h, Th.

As per the rule, both the best hand of the winner and the loser must include both the hole cards. Hence, the player B would use Th and not Ts.

In this case, the player B is eligible to qualify for the bad beat jackpot if all the other qualifying factors are satisfied.
