Well, look at it this way, if he bet's all in on the turn your getting about 3.3:1 odds, so a call can't be too bad. His weak-ass bet is pretty much an all-in becase if you call it, it pot commits you, as you have found out.
So, I like to check the turn in the hopes he checks behind. If he had bet all in I would call. Since he bet what he did I go ahead and check-raise all in, because the times he has a draw and the river goes check-check costing you EV outweigh the chance he is bluffing, and will bluff the river when checked to IMO.
edit: upon further thought, just go ahead and stick it in on the turn. His flop call might be a draw.
