I think this a very close decision. If it truly is a passive table I would expect to see 2 out of these 3 hands from Villain's most of the time:

1) 88 or TT
2) J9
3) KJ or AJ of hearts

Therefore I think you are drawing to 4 outs. Sometimes I guess you will see some crazy hands like AQ, Ax of hearts, or T8 but just because they aren't full stacks doesn't mean they are idiots unless you have a read otherwise. Those few times you are ahead the other two hands have tons of equity.

Therefore, I think you can just assume you have 4 clean outs (balanced by times you have less with times you are ahead) and look at pot odds.

You would need 4.5-1 to make the call and you are getting 2.6-1. I fold here, even if I thought I was ahead as much as 15% of the time.
