Stack sizes are important but so are player tendencies. Ideally you want to steal from a short (but not desperate) stacked player that has been playing very tight to try to move up in the money. Even if they push you usually have the odds to call and hopefully losing won't cripple you.
On the flip side, it is generally best to avoid stealing from big stacks that have been playing aggressively. Only mess with them when u have a real hand hoping to double up.
Be patient, think about the image you have at the table, and look for weak-tight players to pick on when the opportunity presents itself.
