San Jose and Oakland Chinatown are the best in the area that I've tried, but the SJ places I've only tried at around 2 AM with massive amounts of beer in me, so I'm not sure if it was actually good.
In SF I like PPQ, but I always end up getting a rice plate there, so I can't really comment on the soup.
