No doubt someone here has better inside info but I've worked (as a musician) on 19 different cruise ships and the casino staff & Management have been some of my closest frineds. Hell, I even learnt Hold'em playing with those folk after the casino closed for the night.
I'm not saying it's impossible but I doubt very much there is any cheating in cruise ship casinos. With a captive passenger base to draw from, the lack of sophistication and massive drunkeness of most passengers not to mention the disoreintation most landsmen have while on a ship,why would they have too????
Some of the casinos are run by companies that specialise in cruise casinos and some are run by reputable land based casinos. Ceasar's has either NCL or Carnival and they are regulated just as land based casinos are.
I'm sure the games have a high house percentage and doubt it would be EV to play except for some WPT type poker cruise but, see captive passenger base above. ;~)
