I disagree. You raise, and you'll either get raised by Queens (you know you're a dog), called by queens (you don't know you're a dog), called by a drawing hand that has at least 1 overcard, or take down a tiny pot. Not ideal with a 3 str8.
Plus, the pot is small. Raise isn't advised on this hand.
