I'd put them in groups.

Group A - Guys you'd kill to have on your team.
Group B - Guys you are happy with.
Group C - Guys you feel pretty ok about. Nothing special but they are definitely competant starters not holding the team back.
Group D - Guys who have their moments, but frankly, you'd rather see someone else.
Group F - Guys who need immediate replacement.

I think Group A basically includes two players - Brady and Manning.

Group B is much bigger.

Group C is very large. QB play in the NFL isn't that bad right now.

Group D basically is your journeyman rent-a-QB's. Ferrotte, Dilfer, Griese. You get the ideal.

Group F is the obvious. Harrington and the like.
