Assume that armed thugs are a given. Which group is going to suffer more rights violations: a group of private property owners who might be armed to the teeth (the thugs know that a significant portion of them have guns, but can't be certain which ones are and are not armed), or a group of private property owners who the thugs can be almost certain have no weapons?
