You call. Every time. This is one of the first lessons you learn about preflop play. If you put one bet (voluntarily) into the pot, be willing to put in two if it gets raised. I know of no exceptions to this rule.
Go buy Winning Low Limit Hold'em or Getting Started in Hold'em. These will put you on the right track.
