raise KJs from BB according to the "tight" tab of
this spreadsheet 'based on SSH' and linked to in the "Microlimits Guideline" post. Handy chart.
However, pg. 81 of SSH says call KTs against a raise in BB, raise it from late. This must be where the confusion is from.
Personally, it's a situational thing for me, prob raise slightly less than half the time.
