Your example of QQ98/JJ29 is garbage unless you flop top set (not trips), boat or quads. Possibly a top str8 but that str8 is vulnerable to a higher straight (though you have blocking Q), boat or split with a low. Remember, any str8 with a 9 in play is either a non-nut str8 (or hand) or a split with a low.
5656 total trash unless you flop 55 or 66. Double suited is meaningless unless you get a str8 flush. Good luck drawing to that.
Remember, O8 is a game of nuts (holding or drawing to them). Most of these hands are long shots to have the nuts and they have little to no other potential.
