I don't know much about stats, but I have to think that given a standard deviation, you can tell exactly how many hands you need to get your win rate to +/- .1 BB/100. Anyone know I'm wrong or want to do the math if I'm right? If I'm right, this should have been settled a long time ago.

Yes there is. For instance, given a typical SD of 15 big bets per hundred hands, the number of hands needed is:
100 * 15^2 * (1/0.1)^2,
which comes out to 2.25 million hands.
Face it, you will never know your true win rate.
