micro, I think that on the lower levels, the mini-flop bet generally means one of 4 things.

1) A bet to take it down, as for some reason they've figured out that the multi-tablers can fold to even this sized bet. I see this often out of the SB. If you raise this guys bet, you almost always take it down.

2) A bet representing any paired card on the board.

3) A bet to scare off hands when the board comes QQ8 (or the like). I'd say 90% of the time, this hand is very weak.

4) A bet to build the pot when it's multi-handed and someone thinks their hand is the nuts, which it could be.
