Dubious.
I wouldn't call that a timeline with links -- I would call it a timeline with excuses. I read through all the links for the first five days, it it's painfully clear the entire process was being micro-managed by the Governor who was in a power struggle with the Feds and a pissing contest with the Mayor. The numerous statements and references to the local plans having "been implemented" are really sad.
