Because you will lose sometimes. For an extreme example,
suppose there is a 1% chance he has, and will call with,
a pocket pair 88-KK and a 99% chance that he has you beat.
Clearly, raising here is incorrect, even though he will
fold 88-KK less than 100% of the time.
