IMO, the pre-flop re-raise was too small (alot of mini re-raises are made with Aces). Is there a reason to think villain won't call a larger raise?
I agree that the fold on the River was weak. I think your friend's post-flop play was quite timid in this hand. I'm betting this flop and raising the turn. If I think I'll get called, I'm pushing the river. There's no way to be 100% sure of another opponent's holding at this level.
