I think you basically nailed it. Small pairs would play well in this situation. Drawing hands (suited connectors) go down slightly, but that's not to say they're not unplayable. As always, you just have to make sure the pot is going to be contested by enough people to lay you correct odds.

Also, always be mindful if those NOT playing overs are entering the pot or not. Their presence might allow you to draw cheaply. Conversely, if you flop a monster and stand to make many bets, you might do what you can to knock them out of the hand and get overs into play.
