California poker is very soft, all across the state (so I've heard).
For low limits, San Diego is a better place to play than LA; the LA rake at low limits is insane. At mid- to high-limits, LA is the place to be (in Cali). Plus, it's a five-hour drive to Vegas. If you're planning on grinding, then (depending on limits) I would recommend living far enough from LA to be cheap but short enough that the commute doesn't kill you. Somewhere south or east of LA might be best, depending on whether you'd be hitting San Diego or Vegas more often.
