If all you are doing is playing poker, the slower speed is more than adequate. I was visiting my Mom recently and was 4-tabling Party on a dialup connection at 26.4K with no problems. At home I use 256K DSL (pretty close to your lower-priced option)and it works fine. Dialup is less than ideal because of the risk of dropped connections, but Poker software really doesn't transmit that much data, so very little bandwidth is needed. If you want to download porn, OTOH, get the faster service.
