It's also the domino effect that makes this clearly a bigger pre-flop raise. Say you raise to $6, and someone in LP wants to see the flop with 78s, and calls. Folded around to the limpers, the first of which is getting pretty good odds, calling something like $4-5 into already a $16-ish pot. Next limper gets even better odds, etc., etc, soon you've got everyone in for $6 because you jokers all decided to put in mini-raises.
