Find better tables.
The games are supposed to be looser the smaller the stakes get. I haven't played lower than 1/2 in over a year and I don't ever need to play a game with a VPIP of less than 28.
Table selection, I suck at table selection but even I can see you need to choose better games.
And open-limping with monsters is not a good idea in low limits except in rare cases (maniac raising > 30% of hands) and then your limping to limp-reraise.
