Default CORRECT RULING

The floor made the correct ruling.
You said: "after peeking at his cards he places them behind his chips if he’s going to play"
The player with the aces had full right to call that as an all in bet, it's not his job to teach the new player the rules.
In every casino the ruling would be the same. If you want to blame someone for what happened it's clearly the dealers who let him put the cards behind his chips every time he played a hand.
I've seen many new players do that at Turning Stone and I try to warn them as much as I can, hope you do the same

P.S. did the player with the aces take advantage of a situation? yes. did he have a right to? yes.
If I were the guy with the aces in that situation I would just inform him about the rule and tell him to keep his cards infront of his chips.
