Heres the thing most criminals are very very stupid its a fact, they get caught in the stupidest ways that make average people say, wow he thought about such a badass scam, but he got caught like that, what a moron!. So he probably wasnt making it up.

Indeed it is, the type of play that makes someone seem like a fish is just the type of play two people would use to collude to get money out of someone, I mean terrible players raise with just the low, but if one guy keeps doing it while the other has the nut high someone who also has the nut low will lose money every time.

Heres the thing people might use different IPs and have multiple accounts, its way too easy for people to get multiple accounts, thats the problem. Until they find a way to stop that, collusion at high stakes online poker will always be not only possible, but probably rampant.

There can never be high stakes online poker that is safe for everyone because,
