This has come up before and the explanation was something like:
1) It encourages spam. If these discussions were allowed, it is easy for an affiliate to create account(s) to come into everyone of these discussions and talk about how great and reliable the affiliate is. You could even use two accounts and have one start a thread about "Who is the best rakeback affiliate" and have the other respond to say "Affiliate X is the best".

2) The site wants rakeback affiliates to have to buy classified ads and banner ads in order for people to hear about their services.
