I'd pitch this to PokerRewards (Prima Skin). This year they gave away 10 seats in 10 weeks and there was a huge overlay every week. Tournies were $30 and never had more than 130 entrants. This way they'd actually at least break even (or close to it).
Or pitch the idea to GoldenPalace for obvious reasons.
