Unless you have control over the routing tables in the upstream devices, and are 'masking' to a routable IP address that only you can own, no.

An IP address is not like spoofing an e-mail address, or spoofing a caller-ID display. It is actually how the little 0's and 1's know how to get to your computer. The only way to 'spoof' it is if you give it a different, legitimate address.
