Let's just say 99.5% of flip flop wearers do not qualify under the exception. Many of the women with appropriate feet for flip flops also have the sense to wear real shoes anyway.
Obviously men can never wear flip flops except at home, in the shower, at the beach, or at the pool. No exceptions and no argument is possible.
