In these tournaments online, I always play to win, and doubling through here would go a long way towards doing so. What is the avg. stack? Some more information on where you are in the tournament would be helpful. But not knowing one way or the other, I would say call.

Umm, im gonna agree and disagree at the same time.

I agree in calling the all in, but not because he has 9 outs, but rather because he most likely has 14 outs and may be ahead without them. If he had Rag-Rag two hearts, thus giving him only 9 outs, he should fold.
