Without calculating, I'd say probably JT. Any two overcards will probably win if they make a pair, but JT has more straight possibilities than any higher cards. The rank of the cards still matters a little bit because occasionally you can get two pair on board and the higher cards are less likely to get counterfeited (T8899 JT beats 22, but on 88995 22 chops with 56)
