On a lot of 2-overcard boards if you have 3 loose opponents who will call the flop with many hands then check/folding is probably fine. Make it 1-2 opponents instead and I'm normally betting OOP.

Sometimes having to fold the flop though does not mean raising preflop isn't the most profitable play.
