I really think that this hand is all read dependent. But, looking at the action the c/r raise from UTG is such a small amount that he either wants to keep you around with his set/ weird 2 pair, or he's trying to figure out if his top pair is good. I could see a more LAG player doing this with KQ and AQ. I feel like a call is a mistake; you're going to have no idea where you are in the hand. What if a blank comes and he bets big? The only way i can see a call being a good play is if you think he'll slow down on the turn once you call. otherwise it makes no sense to me. this comes down to your read, but if he's LAG i'd probably reraise...hope that helps...
