I think we can assume he's beat already; 9-high just ain't what it used to be in a multi-way pot.

Seriously, maybe you misread the post--Hero has 11 to 15 clean outs against a made hand. With 2 cards to come and the dead money in the pot, not getting all-in on the flop is passing up a decent amount of +EV. Heads up, you might call, since you could make a lot if you hit your flush, and you will make a lot if you hit your straight, but with the 3rd guy in there possibly drawing to the nut flush, you must raise him out. Only trouble is if he figures you're both getting all-in, and likes 2+ to 1 on his money.

But no matter what, he can't lay down his hand if he min-raises and the probable set pushes.
