I think the OP was more concerned about rebuys than just players not playing.
In my home game tourney we allow rebuys the first hour. If a player busts out in the first hour they are given the option to rebuy back in for the same cost and amount of chips everyone started with. They must decide to buy back in before it is their blind (big or small). So the longest time any player will have to wait will be if they busted out while they were in the SB.
Once you miss a blind you are relieved of chance to buy back in.
There is a difference that a player not having chips wishing to rebuy than a player that having chips and is not present at the table.
