A player can sit out hands in a tourney or cash game if they wants to. In a tourney, if the blinds come to him while he is out he just pays the blinds but his cards are mucked. In a cash game he will be given a missing blind marker and will have to pay the blind if he missed it while he was out. Normally in a Casino if you miss three orbits they will pick up your chips and you have to get back on the waiting list to play again.

That's also why many B&M players "play to their blind".

I think what he meant to say was players will play the entire orbit back to the button before they decide to leave and have to pay a blind again. That and the fact fo the button posistion.
