Instead of cashing out from NETeller, cash out from one of the sites you play at and have them send a cheque (in US dollars.) At the bank, you can cash the cheque and have them give you US dollars straight up. I've done this a couple of times for trips to Vegas.
I guess you probably won't be able to get a cheque by the end of the month, but maybe next time...
