Default Need help with a Poker rule.

The question is simple: Can you re-raise an all-in bet that is less than twice the original bet?

My example should make it easier to understand:

NL Hold’em blinds 25-50

Player “A” bets $100
Player “B” goes all in for $120
Player “C” calls the $120
Player “D” calls the $120

Can Player “A” re-raise?

Example 2

NL Hold’em blinds 25-50

Player “A” bets $100
Player “B” goes all in for $120
Player “C” calls the $120
Player “D” goes all in for $200

Can Player “A” re-raise?

It has been a debate in my regular home games and Harrington’s book on Hold’em pg 76 and Card Player Vol.18/ No 11 June 14th issue pg. 92 by Mike O’Malley have contrary views.

Thanks for your help.
