Well, $2 chips aren't uncommon to anyone who's played the low-limits the past few years at Foxwoods! And I recall a $2 yellow at Casino del Sol in Arizona. But I grant you, there aren't too many non-CA rooms with $2 chips.

If I'm not mistaken I believe Mohegan Sun has a $3 chip for some purpose (the pics I saw had a turtle on them) but I don't know what those are used for, since they no longer have a poker room. Turning Stone has a $3 rake chip but it's not sold to the public.

$10 and $20 are used for the high limits at the Borgata and Bellagio, but AFAIK you're right that they never make it out of the poker room.
