Raise the turn. By calling the turn, you are assuming:
P(both players call 1) > P(1+ players call 2). You will find that this is seldom the case. The key here is the assumption that the players will both overcall; how do you know that? They will often fold to 1 bet.
Failing that, raise the river. This board isn't coordinated enough to drive out top pair or 2 pair with a raise.
