Hand 1: You need to be 87% sure you're beaten to fold. I'd only be 86% sure. Call and cry.
Edit: I didn't notice that you'd pegged villain as passive. I guess that tips me to fold.

Hand 2: Raise the turn. Lacking that, you're now facing two bets on a monotone-flopped, paired board with a crazy straight possible, and with the pre-flop capper still in. I'd make a crying fold.
