I would think that the number of US players would increase only ever so slightly. Most "potential" players from the US are already playing online anyway.
If this hypothetical "legal" ruling allowed poker sites to be started up by US-based entities, then we may have something interesting. A nicely put together site (good software, etc.) with the right incentives (bonii, rake back, etc.) could take a nice chunk of market share away from the big sites. Especially if some type of regulation of the US-based sites were to occur.
