You have lots of outs and equity, but since you describe villain as very tight and passive I can only see the flop raise as meaning you are behind. Since the pot is headsup I prefer to call the flop and stop and go any helpful card. If you think villain has chosen this time to donk around because it's shorthanded, or if you think villain will fold a weak better hand (pocket pair TT or less, AJ) I still prefer a stop and go. The 3-bet just seems excessive.
