Having played at Mandalay Bay, I can say that there are a fair amount of tourists who are used to betting a lot in the casino games and carry that over to poker. However, in regard to the NL game mentioned by Dominic, at Mandalay Bay they have a "four of a kind" bonus, which can get really high. Perhaps that player who went all in with the threes was weighing how pissed off he'd be if runner/runner 3's came and he missed out on what could have been several hundred dollars. Kind of risky considering the flop, but it could have been worth it to him, and not quite as fishy and stupid as you first made it sound. I won the bonus with four 5's when I was there, and it was $569.00.
Also, I don't particularly think it's fishy for someone to call all in with a set of Queen's.....
