I had a similiar problem where for some reason when it was my turn to act, I wouldn't have the full alloted time. It might start counting down from 10. Eventually it would just go to the yellow arrow like yours. I tried uninstalling and reinstalling but that didn't work. Party had me uninstall and reinstall it but to a different folder the next time (Basically I just put a 2 on the end of it when it installed) and it worked.

after you uninstalled but before you reinstalled...did you delete party from the registry?
