No, they aren't law. A casino maintains the right to rule against the posted rules. In you case one random card was repalced by anotehr random card. If YOU had been paying attention YOU could have protected yourself by pointing out the incomplete bet before the next card was put up. One of two things is true, you saw it and decided not to speak up, OR you DON'T KNOW WHAT HAPPENED. If the action happened the way you described the floor should have had them put more money in the pot without redealing, but there is no credible witness to this incident.
