I think your turn bet was way too small, and you were giving great odds to drawing hands. I would probably make a bet of around 3/4 of the pot there, which is larger then needed against a drawing hand, but with such flops its quite likely you are facing both a pair and a flush draw.
On the river he is clearly representing the flush. He played the hand just like he would draws. However, be wary against a tough opponent( like me=)). If he was observing you, he would realize that YOU being on the flush draw was quite unlikely considering the way you played the hand, and may take a stab on the river. That bet seems more value oriented though. Without a good read, i would tend to fold the river. He could also be value betting an awkwardly played better two pair.
