This is a nice idea. However, for it to be worth it to the cardroom, that fee would have to be fairly high. Let's say it represented a 20% savings over standard rake for someone who plays an average of 5 hours a day, it would still mean forking over a large sum of money upfront, which, given the vagaries of life, might be lost if your computer breaks, your kids get ill, etc. So probably there wouldn't be wide enough interest for a cardroom to bother programming it.
Rake rebates given for frequent play are the way to go.
