.25-.50 at PP is pretty weak. As long as you have the bankroll (300BB) and belive your playing winning poker with at least some results to back you up, there is no reason not to move up.
Moving up to .5-1 is petty much the same. Make sure you have the bankroll and confidence, then just do it.
Moving up past .5-1 takes a little more than that. I would make sure you have a lot of table time under your belt before moving up past that.
It's all pretty soft up to .5-1, but 1-2 and up at most sites you will start to see a lot more aggression. Even if it's misplaced, it's harder (but highly profitable) to play against aggressive opponents.

I agree with all of that. Nobody has any clue what they're doing until you get to 1/2. You probably don't even need the full 300 BB since they're so bad & passive. $100 should be fine.
