I like the flop raise, I don't like the flop cap. Button is obviously lose preflop but we're only talking about 40 hands... do you respect his post-flop play? The reason I ask is that I don't think he'd reraise the flop with a draw, since it is going to knock out SB,BB, and possibly UTG. Or, is he thinking he'll get a "cheap" free card? If he's a total LAG, then who knows.
When UTG cold-calls 2 after leading the flop, I think that screams flush draw.
If you really believe that both UTG and Button are capable of being very aggressive with nothing, I think I would go for a c/r on the turn when a blank falls.
Regardless, I would fold this river.
